For those operating without high bandwidth, limited teleconferencing
is available by combining low cost commercial software and
webcams. In fact, teleconferencing
software is often bundled with webcams in a relatively inexpensive
package. And Microsoft's
NetMeeting is available as a free download.
In addition, you can still use a conferencing tool known
CU-SeeMe. This was originally freeware, but is now a commercial

Keep in mind that expectations for video on the web are
probably higher than can often be delivered. People are
accustomed to seeing smooth motion video and sound with
television and movies, but lower-end teleconferencing solutions
coupled with limited bandwidth make the prospects of clear,
non-jerky, real time communication iffy at best.
